From my experience if an NFS server reboots or there is a network issue normally the client with an nfs mounts errors and looses its nfs mount. Is there a script that can be run on the client side to check and verify that an NFS mount is active and if not tries to reconnect to the NFS server.

no, the client does not loose the mount, he still wait until the connection is retablished. vox clamantis in deserto.

Why dont you use 'automount' so that the mount point is accessed as and when require

As would be the general conscientious, automount would be the way to go, if you used a NFS mount you could comprimise your system when the mount is no longer available.

Using nfs mounts is OK if you specify the mount options soft,bg
If you boot your system and a nfs mount is not available, the soft & bg options lets the mount process re-try in the background and will not hang your system.
