Newspaper photo scans

A colleague has provided a photo for retouching, taken from a newspaper cutting in the 1930's. Naturally the dot screen is very evident. What would be the best way to eliminate the screen and make some kind of resemblance to a skin texture?
I have tried blurring the image which is not too bad on larger areas of skin but loses detail on the smaller areas.
So, before I admit defeat, I thought I'd ask you experts.

Try using the Gausian Blur then use the Sharpen - Unsharp Mask, you should also try the Noise - Despeckle filter. You'll never get the picture perfect again but you should be able to get good results.
