On occasion, I get a flashing lightbulb in the bottom corner by the system clock. If I right click it says NEWS Open it or leave it. How do you send these news items ?

You are probably asking about News Readers.
From Outlook click Help..Microsoft Outlook Help..and search for "news readers"
