I honestly do not know? My guess as a module. What I did was I went to the PHP site.. installed the installer. Then went to IIS properties of the website info and told it to input and enable the configuration scripts and that was it.
 
I would bet that you are running PHP as a CGI.

The error I get when I go to is that you are not explicitly setting any HTTP headers in your script.

At a minimum, you should set "Content-type: text/html" using PHP's header() function.
