Newbie VLAN help please

I have inherited the folowing scenario. There are 6 buildings each with either 2524 or 4104 switches, which all connect into a 4108 at the 7th building for access to central resources, essentially hard wired though. Each building also has it's own internet connection using a Cisco 837 router.

I would like to limit traffic between sites only as necessary, using VLANs. Can I do this by setting VLAN and IP routing on just the HP switches? If so how do I go about this?

Thanks for the reply, I can get this working fine for the first Vlan, when the ports on both switches are untagged, but not for the first tagged vlan. Is there something I need to do on the clients? I am sure they are 802.1q compliant as its all recent kit.
