newbie to wss - please help

Hello all,
I am trying to implement the wss for our university and I am struck at this point. I Installed wss and created some test sites. After that whenever I am trying to create users for the a test site which is under the root directory. To illustrate the example let me give you some particulars

http://localhost:25141

-> is my default wss admin site

http://fusps/

is my default main website on the virtual server

http://fusps/sites/board

is the test site that I am trying to develop

My wss installation was on a local machine – its not on a network right now and wss installed with the default userid/pwd combination ( the same I used for OS installation)

Now when I am trying to add users to any of those sites – its saying that I do not have enough rights to add users to the sites. And as far as I know I do not have any other users or groups defined for wss.

Do you know what the problem could be?

(btw – I am using sql server as a backend – will it matter?)
