newbie to group calling

Working on setting up my first call group on an existing system.
(my first one, not the first one on the system lol)

I've got group 1792 setup as Linear and (currently) with just 1 member.

This group is supposed to overflow to 1771.

If no one in 1792 is set as available all I get is a busy signal. If I mark the member of 1792 as available but don't answer the call it rolls over to 1771 like it should.

Is there a way to configure the group so that if no one is marked available it will go ahead and roll over to the overflow ?

System is a Release 6.1 Legend.

Here are the settings I've changed.
Group type: AutoLogout
Call Distribution Type: Linear
Overflow to DGC group #: 1771

For starters

Prompt based overflow should be set to no because you don't have an announcement

and

You may want to set time based to 20

Gotta love it when your project changes in the middle.

Now instead of having this group transfer to another group, I'm being told to set this group up, so that it plays an announcement and repeats it every 30 (or so) seconds.

I've tried setting up a voicemail announcement on another extension and marking the group to use primary and secondary announcement from that extension, but I still don't get an announcement.
