Newbie Question 1

Hello I had just created a site and for some reason all I see under site actions are three choices.
Create
Edit Page
Site Settings

Why don't I have these under Site Actions?
Create Page
Create Site
Show page Editing Toolbar
View All Site content
View reports
Site Settings
Manage Content and Structure

Is there a configuration for this?

Could be an access rights issue, set your self up in Hierarchy Managers and see if this resolves the issue.

Actually I had to toggle the Publishing Services as someone was kind enough to point out to me.
