Newbie Question

New PHP programmer. I want to make a page that asks people for their postal code before they are able to view the next page. can i do this with PHP. if so can i append to a TXT file, so that every visit appends information to the same file (until i start a new one). Any help in starting would be most appreciated. Should i not be using PHP for this?
