newbie question how to make web pages fit a smart phone or tablet

I have created a demo web page which looks fine on a PC. it was designed on a PC using VB.NET/ASP.NET 2010 express.
When it's loaded on a smart phone it is very, very tiny. I can pinch to zoom it but when something is picked on the page and it refreshes it is back to being very tiny. way to saml to be of any use. teh pages don't have a lot going on so it would supposedly look Ok on a smart device.
Is there a waay to have the web page(s) intergate the device it's loaded on and set the zoom or page size so it fits the small screen better?

You can try Adaptive css.. I have never tried it.
What we use now, is the JQuery mobile framework. It is simple to implement and is very flexible and easy to use. If you haven't used JQuery before, you will need some time to get used to it.
