Newbie needs help with Whois....

Basically I am a wetback when it comes TCP/IP but learning sure enough. What I want to know is what is this "whois" statement that I have seen mentioned in some of the answers to people's questions. I would like to know what it does, where you can use it, etc. Basically I want to know as much as possible. Maybe there is a FAQ that can help me with this??? Any tips

if you have a domain on the internet, docmeize.net for instance, then you regestered that with some agency, in this case the .net domain. Whois allows anyone to read your regestration with them

Okay with that being said, how do you find out a person's IP Address if you are engaged in a PM for instance?? Basically what happens is that someone sending malicious code to my system while connected in a chat room. I want to find out what IP that is????

big hint, my AIM name is NoIMs do not ask, I never get IMs while in chat. I only accept IMs from my buddy list and have no one on my buddy list. I use another AIM name for IMs which cannot be guessed from my name I chat on
