NEWBIE! HOW TO CREATE AN INPUT DATABASE

I am really new to this but i'm a fast learner.
How can I create an input database where users can write a phrase and have it immediately published? Also, this form i'm thinking about should have a rate (value), a date and the user's e-mail. All suggestions, tutorials or web site indications are welcomed

Are you certain that you need SQL Server for this task? Sounds like a job for MS Access. It sounds as if you need to have at least a user-friendly front end. Access is good for that.
