Newbie: does perl have to be in cgi-bin?

as far as I know, it has to be in a cgi directory where executables are allowed.

Perl scripts can be run from anywhere as long as the web server admin sets it up to allow it. I'm guessing you aren't the admin on your web server or you haven't configured it to run Perl scripts outside cgi-bin.
 
Bear in mind that most admins wont set up the whole site as perl capable, just a cgi directory, unless theres a specific need, like all of their pages being perl driven with a database backend, etc.
