Newbie ata question

Can you program an ATA device to avoid the prefix dialing. I have an alarm system that needs to dial out and we moved all of our lines to did's .. I have two ata devices but I need to give them direct line access without the prefix

To start, I would put the alarm on a rj31x, on a line before it enters the system!

I second endlesswinters vote - your primary alarm line should have dialtone from outside the system. The secondary line can be behind the phone system if there are no other options.
