Something prevented the boot sector from being updated/written properly.
Check in the BIOS setup for Anti-Virus check, and disable it, turn OFF all antivirus stuff/Norton crap, reinstall windows.
You might get away with an fdisk /mbr on it... Cheers,

It could also be that if you just installed a new hard drive and formatted it you may have forgotten to transfer the system files to the hard drive that's IF it's a new hard drive or one you reformatted. Did you type in Format C: /s when you formatted the drive? If not, you'll have to boot from your floppy disk (Rescue Disk) and somehow get to the DOS utilities or Diagnostics files (as Microsoft likes to call it) and if you can find the file SYS on that disk then at the A: prompt type A:>SYS (space) C: and then press enter. This should transfer the system files off that boot disk and see what happens when you reboot. Make sure that boot disk is Windows 95 compatible.
