I have the following link:

When I click on the link using Netscape, it opens in a new tab instead of a new window. Is there any way to force it to open a new window?

It's an option set by the user in the browser. One way around it is to specify a specific window size, which may or may not be of any help to you. See Tabs OptionsPreferences in : Options Window

Nope. The way the browser handles opening of links is beyond the control of HTML. It's the client's computer so they should be allowed to use their browser in every which way they see fit.
