I went to hit the New Window button and found it not enabled in Excel 2007. An internet search turned up nothing.

Then it occured to me, the file is embedded in a word document and is probably read only. Sure enough, saving it to disk and re-opening resolved the issue. In my poking around I also found out that Word documents with embedded OLE objects are basically zip files in the docx format and therefore I am guessing this may be true when opening from a zip archive or anything else that forces an read / exclusive lock on the file.

I hope this saves somebody a few minutes sometime as it wasted some of my time.

Background:

Since I'm not an avid Excel user, I didn't know how to view multiple sheets side-by side in the same document but a quick search told me the New window button in Excel 2007 would open a new window and from there it is a simple matter to arrange everything (something I was accustomed too).
