new user settings on remote machine

I am new to VPN and was wondering whether the below is possible.

We have a windows 2000 server with a CISCO PIX 515. Our clients are Windows XP Pro connection via ADSL to the server.

The users are setup on the server but in order for us to set Internet Explorer settings such as homepage, proxy address we have been told we need to logon to the machine locally, set these settings then move the user into the correct unit of the Active Directory for the group policy to take effect.

Is there anyway this can be done when setting up the user on the server to save us having to visit each site when we add a user. We don't want to give users admin right.

Hoping someone can help.
