New user Import

Hello, Which is the best method of Importing say 150 new users into AD from csv form?. I would like to know how to create the users with a password of my choosing and if possible find a way to link the user to a specific and unique folder. I have gone through the microsoft technet whitepapers but I have not come across a magic utility so to speak.
