New user cannot be found

Strange, strange problem. Whenever I create a new user, and they try to login, the system will tell them that the username cannot be found. I noticed this only a couple of weeks ago. What makes this strange is that people whose user accounts have been in existance for a while do not have any problems, it is just new users. Additionally, when the new users first login, the system properly recognizes that they need to change their password, and prompts them to. If their account is locked out, it will tell them. But when everything is set for them to login, it just tells them that the username cannot be found. Another twist in the plot: the user has been able to log in a couple of times to the server console or a Windows XP machine, but usually not. Any clues?

do u have more than one domain controller?

is the sam replicating to these servers properly?

SAM is not replicating and MSDTC service is stopped...is there a connection?
 
We seem to have found the basic problem, being with our BDC. Apparently it is not replicating properly. When the BDC is offline, the users can login just fine. What we don't know how to do is make it replicate properly.

How is it not replicating properly? Could(be traffic on the network (depending on how large your network is)causing replication to be slow. If you create a user on a BDC and you want it to replicate immediately you should do the following:

(1) Open up Server Manager from the BDC where you make the change
(2) Make sure you have "view" "Servers" so you are viewing just your servers.
(3) Highlight the BDC where you made the change
(4) Click on "Computer" then click on "Synchronize with Primary Domain Controller"
* Now any changes you made will take place.

* If problem still persists you may need to reboot the Primary Domain Controller
 
Any Clues

Server running Win NT 4.0 with a BDC and 30 work stations running Win98se. On occasions the start menu on the workstations will freeze for up to 30 seconds ( ie. hit the windows key or click "start" and nothing responds).
This has happened when only six workstations have been switched on.
Problem still occurs with BDC switched off. Server has been restarted.
Any clues???????????
