New to Primavera and have a question about global settings

I have been assigned to be the security administrator for primavera 8.1. I have had 1 intro class and it didn't go nearly this deep :)

Is it possible to grant read only rights to users so they can see the global views, layouts & filters?
Currently they can make changes to their individual layouts but are asking to at least be able to see the global stuff.
