New to ISA - Can't get restrictions working

I've got ISA set up and have created a "Site and Content Rule" to Deny access to the web to a particular group of computers. It doesn't work. I've also tried to create a Shite and Content Rule to Deny access to the web for a particular user account. It also doesn't work.

What's going on?

I'd post more on my configuration, but there's too much to mention just all of it. What configuration areas are relevant to this problem?

Not sure of your problem, but you might want to post the configuration of the rule in question. It normally takes about 5 minutes for ISA to enact a rule when configured in an array setting. Does this apply to you?
