New to Domino

I am working on a project in which I was told to create a DB in any Gov. compatible software, i.e. MS Access. Upon completing the project I was told to redo it in Lotus Approach. I learned Lotus Approach and completed the DB. I was then told that the Server-Admin Contractor would not host an Approach DB on their Server and that I would have to redo it in Lotus Domino/Notes. I have no clue about how to use Domino and from everything that I have read it is not a relational DB.

The project is as follows:
The application must record an Applicants info (name, address, etc.).
It must also record the discplines and regions in the country in which they are applying for certfication.
If at any time the applicant wants to change anything about the application or wants a refund, it must be easily done by the data-entry personnel.

Could anyone help me please!!!!!!
