New system and GeForce 4 Issues

Well, I recently have upgraded my old system from a standard motherboard, video card (GeForce 2 MX 400), processor (old slot A 700 Mhz) and Ram to a Soltek SL-75DRV4 board, Gainward GeForce 4 Ti 4200 w/ 64 MB of DDR RAM, one stick of PC 266 256 MB RAM, and an Athlon XP 1800 processor.

My problem is that when I turn on the computer and monitor, the system is not post-ing. The monitor gives me that default "Self Test. This monitor is working. Please check your video cables and computer." I've reseated the video card a billion times, returned the first one and got a new card. I've used three monitors and still nothing works. I know I have enough power to run everything also. I really have no clue why it's doing this. Any help would be greatly appreciated.
 
Have you disabled the video bios and memory shadowing in BIOS? Jay [infinity]

Is your monitor still the same as previous system ?
 
Maybe the system is not posting because of what is on the harddrive will it boot to a foppy? If you do not like my post feel free to point out your opinion or my errors.
