1) get rid of that clip art picture and do a google search for images similar or find something a bit more appealing then the clip art look. it will add allot to the index page.
2) the top header green color doesn't really flow that well into the light blue. maybe just try to match up those blues and greens a bit better.
3) the site format leaves after the first page. why? if anything thing use the outer look as a template to incorpurate into the rest of the pages.
4) open that .xls into the browser and keep the user from having to download it. do you have server side scripting available to you?
5) The "Office Training" page! the image in there is badly shaped. the height needs to be decreased with the set width
other observations
- make the Toastmasters HQ link look like it's a link to a outside site. as is it looks as though it's another page in your site.
- The texture background seems a bit overkill. I bet it would look much more professional if that was a simple white background.
Functionality
The mouseover on the navigation with the border is good but may be better if you do a image mouseover so the size proportions are equal on each link.
I see a grey border also over the last four cells. is that suppose to be there?
The site seems full of information to the point where a table to 100% of the screen meaning to fill the screen instead of getting chopped off would be a bit better possibly. you can get that effect by nesting your tables into a main table and set that main table to a width="100%"

Quesryman, hey nice site...just a few quick comments:
1) The whole page should be centered. The left align leaves an undesirbale "white" space.
2) The blue outline for "club news", "features" and such should be lined up with the gray bar on the left side...looks more even that way.
3) When you mouse over "Current Officers" and such links in the naviagtion you have a blue-rectangle box appearing there, but on other links you have none. Make it more consistant. Personaly, I don't like the blue-box at all. Use CSS and have the links color change.
4) In the navigation menu, only the word "meetings" is a link, and not the whole text (2003 meetings), kinda confusing to some users. because 2003 is also underlined. If you do not want 2003 as part of the link, change the color of the text, don't make it underlined and push the text to the end...(ex: <a href="
5) Consistancy, Consistancy, Consistancy...all your pages look the same. Same header, same naviagtion menu, same bg color/graphics, etc. The meetings is differnt, just a plain white background with text. No formatting whatsoever.
