New Setup, Now Voip does not work

Ok here it is. We use CM in house, we do not tie into a PBX. Our network is beyond one building but all conected to the same network. The administrators made configuration changes on their end and now our voip does not work. My question is (i was not here when the voip was implemented) does the CM use a set static IP to go out. We have a publisher and subscriber, and the subscriber is across the way. The phones have a problem connecting to the subscriber. We have a few phones that connect to the publisher, but it peaks our system out. If you have any direction i would appreciate it.
 
Can you define across the way?
Is it on a different network? Across a Wan Link I assume?
If so what is the connection speed (call manager requires 40ms ping rate between publisher and subsciber at ALL times).

How many phones fo you have and what type of servers?
Version of call manager?
