New secondary DNS server times out

I have recently used an old server with 2003 to create a secondary DNS server. I installed DNS, got all but one of the zones to transfer, and I could use that server as my DNS for everything except what was in the one zone that wouldn't replicate. We also wanted a backup DC, so I then promoted the same server to a backup DC. It looks like AD replicated just fine, and any changes on the PDC are seen on the backup. But now, that server times out with nslookup. The backup uses itself as it's primary DNS and nslookup is successful when I use it from that server. Any ideas as to why it only responds to itself for DNS requests? It worked fine before the promotion.

I don't know if it is related, but the new DC also gets FRS 13508 events about not being able to replicate sysvol which I am still working on.
