New SD card with 10.1 won't upgrade from Basic

I have done around 200 IP Office installations but I've run across an odd one. It's a 10.1 IPO500v2.

The first thing I did was to format using MuLaw and recreate my SD card with 10.1 and not as a Partner or any of the incorrect choices. I'm using the latest available version from the Avaya support website. The system starts and I connect to it to change it to IPO Standard mode but that is grayed out. (the choice for server is also grayed out) I've tried a different SD card, a different control unit, a different PC with a previous 10.1 load of administration software, and every combination of those. I've even tried 10.1. I submitted the license file with Essential edition and other licenses and it loaded correctly. Both IP500v2 boxes are brand new and the SD cards are too.

I used this same software and computer to prepare and program another system recently so I'm doubting that my PC has an issue.

The closest I've gotten it to appear to work is to format the card with 9.1. That will allow it to go to IPO Standard. However, the license file doesn't load correctly as these are 10.1 licenses. I called my distributor support and they said I've tried everything they'd ask me to try if I hadn't already. Anyone else have any suggestions? I need to get this system out the door to the customer.

Because it's got to go out quickly, I've simply downgraded the system to 9.1 so that I can get the system into IP Office Standard mode and it's working. I'm still not sure why 10.1 wouldn't work and it's frustrating because I definitely have those licenses according to the PLDS site. I'll fight this battle another time.
 
If you have it in standard mode on 9.1, just now recreate the SD card in 10.1 and put it in and power up the system, it will upgrade to 10.1 and stay in standard mode.

I have had this once and i connect my serial cable and run the command to put it in standard mode.

If I remember correctly, I did try to upgrade from 9.1 to 10.1 and I also tried removing the card and re-creating it to 10.1 after it was in 9.1 if I recall without any luck. (however, I’ve tried so many things that I’m sort of losing track of everything I have done. Ha!)

What is the command with the serial cable? That’s a new one on me.
 
Not sure but you need to type at-debug and then help for the options i think.

I suggest that you try opening your PLDS file and actually read it (as a text file), verifying that the licenses are actually in there. I recently upgraded a system from 8.1 (through 9.0) to 11.0. I went through the the xml process, as is required. When I activated the licences on the PLDS site, it listed all of my licenses. However, my Networking license was not in the file. I reported it to my distributor, who suggested going through the activation process again. I went through it again, and behold, my missing license appeared. Apparently, there is a bug in the process that occasionally will drop licenses.

Thanks to technology, we can instantly communicate across the world, but it still doesn't help us know what to say.
 
I will check but the licenses do show up correctly on the system which is currently a release 9.1.

The good news is that I have been out of town on a short vacation the past couple of days so I will check on everything Monday.
 
Create an Off-Line Config as IP Office Standard Mode and push it.
