New - New Folder missing in Outlook Address book

Wondering if anyone has ever not been able to create a folder in their address book because 'New Folder' was missing from the 'New..' menu.

I am dealing with Outlook Express 6.00.26.0000

Can anyone help me get this feature back. I have no problems on my desktop, but on my laptop I just don't have the option?!?!? Both running the same version and OS.
