I have just installed new p4 motherboard with new processor and memory but when i switch on cmos takes a while to find ide's when i try to load new operating system it loads as far as the reboot - the reboot goes through the slow cmos start up again and the operating system starts from the beginning to load again?

Back to square one. Is BIOS reset jumper in correct position? Try one stick of memory. Remove all drives and boards not needed for boot-up. If removing everything works, put things back in one-by-one 'till it acts up.

Also you might want to check out the CD that came with the board, many manufacturers provide an inf install that configures the os for the boards features. Often the ide ports and ide dma is affected.
