New Motherboard - no video signal

I setup a new system that will not boot/post.

Summary:
After turning on the computer, the monitor fails to receive a signal -- it stays in standby mode, or something like that. As for the rest of the system, the hard drive and Optical drives appear to be working (or at least one of the optical drives, since I haven't actually checked to make sure both are spinning). Also, the CPU fan and video card fan are spinning. The system basically stays like this until I turn it off.

System specs:
New (untested) parts:
>ECS 865PE-A PCB 2.0 (don't buy this motherboard!)
>Corsair 512MB PC3200 Value RAM (VS512MB400)
>Geforce 6600 GT AGP 8X (MSI NX6600GT-VTD128)
>Case - ATX
>Enermax Noisetaker 470W ATX
Parts transfered from another system:
>Pentium 4 1.5Ghz - from Compaq system
>Add-on LAN card
>7200RPM HD (~100-200GB)
>CDRW
>DVD
>Floppy
>OS: The hard drive already contains a setup from my old system (drivers, OS, etc...) The OS is Windows XP Home Retail.

Things that I've tried:
RAM:
I tried booting the system without RAM, and I also moved the RAM to a different slot. The results were all the same. I only have 1 stick to try with.
Video Card:
I tried another video card from my previous system: same results.

Internal Speaker:
I tried connecting an internal speaker. However, the manual does not provide details on which pin is negative on the connector. Thus, I can't be 100% sure it is connected right, although I am fairly sure that it should work. It seems that I am not getting any beeps from the internal speaker. This right here hints at a CPU problem does it not?

Things that I don't know for sure:
>The CPU fan connector is mis-labeled on the motherboard itself, making me wonder if I'm using the right plug.
>The CMOS Reset jumper is mis-labeled on the motherboard (compared to the manual) making me unsure if the setting is right. I dare not change it from its default position, for fear that I damage the motherboard.
 
make sure everything is seated fully. sometimes if something(anything) is off just by a little the entire system won't work
 
And make double sure the small 12 volt 4 pin connector is plugged in.
I dont understand how things could be mis-labelled, but you could go to the website for ECS and download the manual from their website.
Actually, although ECS is low priced, i find them to be pretty good for the money. My wife has been running the same ECS mobo for years now, runs it every night!
