New hard drive, computer will not start, hearing alarm

I have a Dell XPS 420 desktop, windows 7 64bit, Seagate Barricuda 720GB hard drive, and a new Western Digital Caviar 2 TB Hard drive. Both hard drives are SATA
my problem is:
I just removed my old hard drive and installed the new Western Digital one, and when I go to turn on my computer to get it setup I hear an alarm from inside the computer, and nothing appears on the screen. I have tried turning in on since with the old hard drive and have the same problem
 
Does the Dell have a chassis alarm? Maybe you haven't replaced the cover correctly?
