I was looking at a machine today that created a New Folder on the desktop everytime it went down.
Is that normal?

I looked at startup and event viewer and looked at the startup option of msconfig and I didn't see anything out of the ordinary.

any suggestions what might me causing this or any similar thing ever happened to anyone? I'm looking for a starting point.

It might be important to find out whether it is created on shutdown or start up. There are a couple of ways of testing this, easiest would probably be to take a note of the time, Then switch your machine off for 5 minutes, then start the machine up again. When you are back to your desktop right click on the file and select properties. Note the creation date and time. Does this tally to the shutdown or startup time?

You could try creating a hijack this log and posting here so we can look over your startup items.
Have you looked for startup/shutdown/logon/logoff scripts in the group policy editor? Start > Run > Type gpedit.msc

This is a similar sounding thread, I think it was finally solved by using a Registry Cleaner, but along the way several useful suggestion were mentioned.
