New Extension problem

Hi,

I have an ERICSSON MD 110 PABX, I created a new extension properly but after several seconds when I want to dial it, I got CONGESTION, when I tried to delete the extension, I got a message told me that the extension is busy and I can't delete this extension.
What can I do?

delete extension
RFPUI:UNIT=DER,LIM=X;
EXTEEIR=XXXX; or KSEXEIR=XXXX;

Now I began to face a new problem. I can't increase my LICENSES of creating new extensions. I already have 48 licenses for creating digital extensions and I used only 8 of them, if I want to add another on by using (RFPUI:LIM=1,UNIT=LISH it became 7 and the last extension that I made will be deleted.
I don't know what's the problem?
