New Email Address wont recieve from outside

We have an Exchange 2003 Server. Monday I created a new user in AD. I used the standard wizard to allow it to create an Exchange email. This new email address cannot recieve mail from outside the Domain. I checked the user settings with a user who can receive email normally, and everything matches up.

What could I be missing?

Are you using a spam filter which requires you to add the user as an "approved recipient"?
