New Domain Giving Me Grief

I've replaced an old domain server with Server 2008. It's set up as a simple domain server, nothing fancy, no applications running from it, just a few shared files. This weekend, I set up all workstations within the company to work with no problem. This morning, it's giving me nothing but grief.

1. Logging in from an machine as domain administrator, it will not let me see any network computers. Says I don't have authority. When logging on from a Vista machine, I can only see one other Vista machine and nothing else.

2. I have an apparently corrupted Excel file in a shared folder on the server. I'm trying to delete the file, but can't. No error, just a window that continually shows it's deleting.

3. Workstations, both XP and Win2K, seem to be real slow logging on. Forever stuck in "applying your personal settings".

4. The error log shows the following entry: The processing of Group Policy failed. Windows attempted to read the file \\royalnet\sysvol\royalnet\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini from a domain controller and was not successful. Group Policy settings may not be applied until this event is resolved. This issue may be transient and could be caused by one or more of the following:
a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.

I'm thinking item a) might be the problem. If so, how do I fix it?

As you may guess, I'm not real familar with this and don't have an expert on hand.

Problem solved.

Item 2 (corrupt Excel file) was the problem. A reboot after all people were off the net let me delete it. After that, all other symptoms cleared up.
