New Disk Dirve Installed, Unable to Boot in XP Pro 1

I have added an old Fujitsu HDD to my PC it is an M1624TAU manufactured in 97-04. It is 2GB in size. I want to get old data off it and use it as some auxiliary storage.

I have installed it as a slave on the Primary IDE controller. When I go to the set-up utility it can see the disk and recognise it.

However when Windows XP boots it hangs at the black XP screen with the blue blocks that cycle in the bar not moving.

The PC can be booted in safe mode and can access the data on the disk. I have looked at the disk in partition magic, it corrected a file size error but this did not make any difference to the booting issue. The disk is formatted using FAT.

Are there any suggestions on how to investigate how to make the PC boot successfully other than in safe mode?
 
The problem did seem to have something to do with the partitions. The jumpers on the disk had been set to slave.

When I started the PC again in safe mode and looked using Partition Magic the slave disk and its solitary partition was shown as Primary and Active. I changed it to hidden, rebooted and then "UnHided" the partition. After rebooting again the partition was no longer marked as primary and I was able to access the second disk and its data.
