New database failure 7011:Insufficient access right for the operation

I am getting the same error "New database failure 7011:Insufficient access right for the operation" in the following environment:

1. Windows 8.1 Pro
2. Pervasive.SQL 10.3 Workgroup
3. Standalone PC

I have run a registry cleaner application, uninstalled and re-installed Pervasive. I have given full read/write access to the Pervasive Software folder. pcc.exe is set to run as administrator in the compatibility settings

Somebody help please

What about the engine itself? Are you running it as a service or as a regular process?
Does the logged in user have rights to the "C:\Pastel12\Bill" folder?
Does that folder exist?

I installed Pervasive v10.3 and of the two options
1. Application
2. Service

I installed pervasive as an application. The folder exists and user has full rights to c:\Pastel12\Bill
I have been able to create dsn in pcc but all of a sudden I start having access issues
 
So it was working but now is returning the 7011? Did anything get updated (Pervasive, Pastel,etc) when it stopped working? Can you post the PVSW.LOG file?

As far as I know, Pervasive does not self update.
Can you create a database pointing to another directory? Does that work or return the 7011 as well?

A different Database works. I repeated my sequence of event and got same error as before. On initially creating the database I have

On Database Options
Bound [no tick]
Create dictionary files [tick]
Relational Integrity Enforced [tick]

When I save and go back to the database properties and try to put a tick on BOUND to save then I get the error
 
Do DDFs already exist in the C:\Pastel12\Bill folder? If so, uncheck the Bound option. The Bound option binds the DDFs and data files together and writes the Database Name inside both Data files and DDFs. This is helpful in some cases but will cause an error if the database is moved (or copied).
Unchecking the Bound option won't affect normal usage and is the standard mode.
