Where can I find explainations for these kinds of CSS:

a.glow:hover {filter: glow(color=blue, strength=5)};

filter represents static and dynamic filters that add special effects, like fading, transparency, etc.
It is IE-only feature (starting from IE4), and it will never work in any other browser! Search for MS documentation on this topic (I don't have any link for you because I never used it).
