New Connection Wizard Won't Allow VPN Setup

I'm trying to setup a VPN on a workstation, and for some reason after I select "Connect to the network at my workplace." The next page which gives the option of a dial-up connection or a vpn has both options grayed out. I looked up as much as was available from Microsoft, and all of the propery services, Telephony, etc. are running, and there is only one instance of the appropriate .dll. Any help would be much appreciated. Thanks.

this troublehshooting may help,

1) You cannot create a VPN or Dial-Up. These items on the "Network Connection" page of the New Connection Wizard are grayed out. ...
