New computer Lag

I built a new system yesterday and now when playing valve games from steam the game will lag for about a second with the frame rate dropping to 30. I also noticed at the same time i would also have choke.

specs:
Amd64 3200xp
dfi nf4-d mother board
512mb ddr400 ram
ati radeon x800

all drivers are up to date with vsync turned off
