New Client Picks Up Old Client IP Address, Both now Share?

I've stumbled upon this twice.

In our office, I've replaced 20+ computers over the past few months, and in the process, I've noticed this strange occurrence happening twice (could be more, do not yet know for sure):

[li]Old Computer never fully released IP address, though the computer is history or at least off the domain and not turned on.[/li]
[li]New computer somehow picks up old computers's IP address[/li]
[li]Old Computer still shows on Network via browsing network from Windows as well as pinging the computer name[/li]
[li]When pinging both computer names, results are identical[/li]
[li]Browsing both machines over network are identical[/li]
[li]Old computer so far = XP, new computer = Win10[/li][/ol]

I apparently fixed the first instance by removing the new computer from the domain, and then re-adding to the domain.

Any ideas on:

[li]What caused this?[/li]
[li]What can I do to prevent it in the future?[/li]
[li]Easiest / Best way to correct the issue as I find it?[/li]
[li]Easy way to query the network to determine any other similar issues?[/li]
[/ol]

Is this not a DNS issue? We had a similar issue with our DNS servers and nslookup saying a different machine other than what the actual IP was assigned to.

Learning - A never ending quest for knowledge usually attained by being thrown in a situation and told to fix it NOW.
 
Yes, it does seem like it could possibly be a DNS issue. Any way to prevent it from occurring in the future?

Yep. I noticed it on one pair of old and new PCs maybe 2 weeks ago. We fixed that - apparently my taking it off the domain and re-adding fixed it. Then just late last week, I noticed it on yet another pair of computers. For day to day business, it doesn't affect anything, but it sure seems like it could be problematic.
