Ok, so that is not likely to happen, but...

I am purchasing a building with a Partner ACS w/ Partner Mail VS R4. Can an incoming line be dedicated to incoming calls only? I am thinking of installing 3 lines: 2 for normal use, and one for "incoming" overflow, to reduce the likelyhood of busy signals.

Can the lil Pardner do this? Am I overlooking something?

You can reprogran the automatic line selection to choose line 1 then line 2 then the intercom button. That way if some one picks up the phone with out looking and lines 1 and 2 are in use they will hear the intercom tone. They could still manually choose line 3 by pressing the line 3 button. You would tell them not to use line 3.
I'm not sure if you could do restriction on a line by line basis, But I will check my manuals and post the answer later in the day when I have more time.

I think you should be able to assign line 3 to be answered by the auto-attendant, but not be assigned to any phones. The only way a call would get through would be for the caller to choose a selector code or dial an extension number after the auto-attendant answered. The auto-attendant would then transfer the call to the extension (on the intercom button).
 
I checked in a book for an ACS R1... if you use "Line Access Restriction" (#302) you can choose one of the following:
1-no restriction
2-outward only
3-inward only
4-no access
