' the machine needed to have the cabs re-installed'

why? what was the problem - it might have a bearing on the current issue.

You could try removing all the network stuff (devices, protocols etc) from windows, reboot and let windows re-find and install it again. I've found this often fixes networking problems on win9x/ME machines.

the cabs were re-installed because the user loaded some software there downloaded from the net which was full of viruses which damaged the system files to the piont where the machine would restart every two minutes.

Removed the network stuff, system re-install it again and back on the network

Thanks for your Help.

Try a google for the program 'winsockfix'.
