networking between 3 sites

If i need to connect 3 sites with Windows SBS what would i need to have in place. Users in site B and C need to logon to server placed in site A. VPN is an obtion but how else can i do this? 40 users environment.
 
What type of connection do you have between the sites?

Sites have limited networking in place so i have to start from scratch.
I'm not sure which route to take to setup networking hardware. What is an acceptable network setup method to use in this case.
Please advise.
 
I would use site to site VPN, using good quality VPN endpoint routers at each site.
 
I would put in OC3 lines to connect the locations. Just Kidding! I agree with the VPN option as the most cost effective, usually a reliable solution. Pick up 3 Cisco Pix endpoints to terminate the tunnels, get the highest bandwidth internet connection you can. You want high upload rates as well as high download rates. Setting up the tunnels should be a snap for you if you have any concept of what a VPN is. Cisco has a PDM for the PIX that makes tunnel setup all point and click.
