Networked Voicemail without PNI

I need to configure Networked Embedded Voicemail system on 3300. The system has no configured PNIs on any of the nodes. All the nodes are not clustered. If I configure Networked VM Users manually everything is working. OPS manager fails to update VM configuration and ICP gives following error message

Can't insert tuple into database for PrimaryNodeID= and MailboxNumber=xxx

Is there any way to use this without PNI?
