Network Welcome message

I am the new administrator for a corporate domain.
Recently, a pop message has taken the place of the ctrl-
alt-del screen that says "Welcome to the Alon USA Network
Logon" and has a lot of room for more text. It has a
button at the bottom that says OK and when you click it it
allows you to log in. I wish I could post an image of
it. If you want to see it, e-mail me and I can send it to
you. I am not sure what I did to enable it, because it
did not show up before. If anybody has any clues how to
put a welcome message up before login screen please let me
know.

These settings are selectable via GPO. Look at the GPO for the OU. Under Computer Settings, Windows Settings, Security Settings, Seciruty Options.
