Network Traffic

I have two subnets connected by a fiber connection. the main switch is an Avaya switch. The internet is very slow among other slow downs on the network. we have a 1.5MB pipe to the internet. I have port mirroring enabled on the switch and sniffing it to view network traffic, but i'm not picking up anything out of the ordinary. I would like a tool (free if possible) that could measure bandwidth on the network to see what client is generating this network traffic. Any help greatly appreciated.
