2 domain controllers on the network. the 2003 holds all the 5fsmo roles and the output for the net time /querysntp is ntp2.usno.navy.nil.
The other domain controller just introduced runs the 2008 standard.
All workstations sync their time with the 2003 server but the time on the network, is almost 7min off and was wondering the reason. Users complains of this and was wondering if i can manually change the domain controllers time by this minutes but my concern about the NTP Time Server.Does it mean the ntp time server is wrong.

Are you able to perform an nslookup for this particular host to ensure that it's still responding? You should try to have at least two time sources if possible. Also verify with you firewall admin to ensure the UDP port 123 (ntp) is not being filtered.

And don't just change the PDCe to the correct time. That will cause authentication issues since it's more than 5 minutes. Windows Server will adjust in smaller chunks to avoid this.
