Network share permissions

Ok, I have a 2000 box but it isnt in a domain...

I have a public share for all to see. I want to give full access to everyone except the ability to delete files. Deny access for the everyone group is no good.

If i modify the ntfs permissions and uncheck delete, the share permissions allow anyone to delete files. If I remove the change share permission then no one can put files up.

Whats the easiest way to combine share/ntfs permissions to pull this off?
